Alright, i've tried the tweaks and stuff and can't get anything to work. All of a sudden my downloads are maxing out at about 50kb/s. I used to have a steady like 200kb/s. For the first few seconds of the download it goes like 200 and then gradually goes down to 50. Can anyone help? Thanks.

Well, to answer your question, there are things you can do. First, try to delete your internet cache...try right-clicking on the IE icon and click properties. Then click settings. Then View files. Now go to Edit and click select all. Now with all of the files highlighted, go to File and select delete. Do yes to delete. Other than doing this, you can try to various tweaks mentioned on this website or other sites like speedguide.com---if this does not work, then your cable internet is overloaded with users or the sites you chose to d/l from are overloaded. I have Earthlink cable from Time Warner that downloads at 350 kb per sec. They claim that the peak is 3mb per sec. So is 350 kb good enough? If not, how do I optimize my settings using the Rcv window?

Hey! Come on now! FORMATTING should be the last thing you ever do to a system! I mean ok, a hard drive should be deep formatted about once a year if ALL DATA has been backed up to a reliable source. But to format just to clear out a system? Dude, thats not right. If you take good care of your system and have the right balance of firewalls, antivirus', ad and popup blockers. A system should stay good for a while.

At least until the new worms and virus' come out to destroy it all.......
