Uploads are entirely in the hands of your ISP. Basically the only thing you can do is wait and see if things clear up or give them a call. I would give them a call and try my best to get them to fix it anyway if it's just your connection that's affected they probably won't know unless you inform them about it. But then again you might get the sorry excuse "we don't guarantee speeds" or something like it which can really be frustrating. If you do keep trying at different times and maybe you will get a tech that is willing to work with you and get the issue resolved. Good luck.
