Is it possible to make PC to telephone calls with cable internet? And if so what is the quality of sound, usaage, etc?

a few years ago there used to be several options for free phone calls over the net via high speed connection. However after most of the free dotbombs went away I don't know what is out there. From my own experience with dialpad.com (when they were still free) the service was slightly less than a phonecall but not that bad considering they had just launched the service. However the further the call the more of a lag time (calling brazil was about a 15 second delay from California). just my .02 cents Mike
